עם התגברות שריפות היער בגליציה בתדירות ובעוצמה שלהן, הופנמה ההבנה כי דרכי ההתמודדות המסורתיות עם שריפות היער אינן מספקות, ויש צורך לעדכן אותן.
מי שמובילים את השינוי בגליציה הם ארגון הכיבוי וההצלה של המחוז. כך נולד מודל- “הכפר הבטוח” אשר נועד לאפשר לתושבי הכפרים הגובלים ביער למתן את השריפות בכפר, וכן לשמור על בטיחות וחיי אדם עד לבואם של כוחות הכיבוי וההצלה.
המהלך התמקד בשני משורים עיקריים:
1. מוכנות התושבים- הסברה ותרגול לקראת שריפות יער
2. מניעת התפשטות השריפות בעזרת ניהול משותף עם בעלי השטחים סביב הכפר המאפשר מניעת או הקטנת נזקי שריפות יער.
A combination of working with residents, alongside regulatory changes, provides the opportunity to better deal with the climate challenge. The uniqueness of this project is that it is led by the professional entity - the Fire and Rescue Organization.

המחוז האוטונומי של גליציה ממוקם בצפון מערב ספרד, לאורך האוקיינוס האטלנטי.
במחוז חיים כ- 2.7 מיליון בני אדם. הערים הגדולות – ויגו, אקורונה, ובירת המחוז – סנטייגו דה קומפוסטלה. מחוץ לערים אלה, תווי השטח הררי, וכ- 70% ממנו מיוער ביערות דקלים, אקליפטוס, עצי אלון וצמחיה ים תיכונית.
בימי הקיץ הטמפרטורה מטפסת לכדי 44º. הפרויקט “כפר בטוח” החל בתגובה לשריפת יער משמעותית בגליציה בשנת 2020.
Project description
“כפר בטוח” הינו מיזם היערכות למשבר האקלים, בתחום שריפות היער.
מטרת הפרויקט: להגדיל את מידת החוסן של תושבי הכפרים המתגוררים בקרבת יערות ושטחים פתוחים, כך שיוכלו להתמודד עם האש עד להגעת כוחות כיבוי.
קהלי יעד: המיזם פונה לתושבי הכפרים, וכן לבעלי שטחים חקלאיים סביב הכפרים.
Preparation is done in two ways:
– Promotion and education of preventive measures in homes and public buildings, which slow down the rate of fire spread within the village.
– Changing the concept of land management around the village, so that there will be less dry vegetation and combustible materials.
השותפים בפרויקט כוללים את ממשלת המחוז האוטונומי של גליציה, ארגון כיבוי האש של גליציה, ומועצות הכפרים. מימון המיזם ברובו נעשה במסגרת תוכנית הורייזן 2020 של האיחוד האירופי.
המיזם בגליציה הינו אחד מתוך 11 יוזמות מקבילות ל”כפר בטוח” ברחבי האיחוד האירופי, אשר מיועדים להוות מודל למגזר הכפרי האירופי כולו.
Application process - 2 steps
Education and outreach: Making preventive measures available in homes and public buildings, which slow the rate of fire spread within the village.
ארגון כיבוי האש ביחד עם המועצה ניגשה למשימת החינוך דרך הכנה שכללה ראיונות עם תושבים, על מנת להבין מהו הידע הקיים בנושא מניעה והיערכות לשריפות, ואיזה ידע בנושא אינו קיים בקהילה או דורש חיזוק. לאחר קיום הראיונות הוכנה סדנא לתושבים הכוללת את המידע והידע הנדרשים להיערכות לשריפות, ולאחר מכן נערכו 7 סדנאות בהן השתתפו מרבית תושבי הכפר. בכל מפגש ניתן מידע בנושא אחר הקשור למניעת שריפות בכפר ובטיחות בזמן שריפה.
The explanatory process also included :
1. Making a map of safe areas accessible in the event of a fire in the village available.
2. Making available a guide sheet for residents to prepare for their private areas, preventing the spread of fires in the home and in public buildings.
Example of instructions for residents:
– השאירו מרווח בטיחות של 25 מ’ לפחות בין ביתכם לבין ההר (המיוער). על שטח זה להיות ללא צמחייה או חומר תבערה אחר.
– Be sure to keep the house and yard free of dry vegetation that could be used as incendiary material.
– Avoid having tree tops touching the walls or roof of the house, or having tree tops touching each other.
3. המועצה קיימה בשת”פ עם הכבאות תרגולות אש בבתי ספר ובמוסדות ציבור. התרגולות כעת מתקיימים באופן קבוע.
4. Placing signage throughout the village directing to the safe areas to go to in the event of a fire.
THE INITIATORS OF THE INITIATIVE, THE GALICIAN FIREFIGHTING ORGANIZATION, SAID THAT THE RESPONSE FROM RESIDENTS WAS HIGH. RESIDENTS HAD EXPERIENCED LIFE-THREATENING FOREST FIRES AND UNDERSTOOD THAT THEY HAD TO CHANGE THEIR HABITS TO PROTECT SAFETY AND HUMAN LIFE IN FUTURE FOREST FIRES. THE CONTENT OF THE WORKSHOPS CONTINUES TO DEVELOP WITH THE AIM OF IMPROVING RESIDENTS' PREPAREDNESS. IN 2025, THE WORKSHOPS WILL INCORPORATE A VR SIMULATION OF A VILLAGE FIRE AND PRACTICE RESPONSE METHODS.
Changing the perception of land management around the village: Preventive management of open spaces | Preventive landscape management
In order to promote this policy, the Council took the following steps:
1. Sustainable forest management to prevent fires: creating clear paths and fire suppression – corridors free of vegetation to stop fires.
2. Removal of dry vegetation from roadsides and disturbed public spaces.
3. Formulating an agreement with the landowners around the villages, and regulating in law the ongoing management of abandoned agricultural areas surrounding the villages, so that fire prevention activities can be carried out there, such as pruning trees and adjusting the vegetation to prevent fires resulting from drought.
